As a point of clarification, we want to note that <br />the permit indicates that submittal of a SPCC Plan may satisfy all or part of the permit requirements. This is <br />specifically contingent on the plan addressing all issues specified in Part I.E.1. If the plan addresses all these <br />issues, it can be submitted as is. If it does not, additional infomlation must be gathered and added to the plan <br />to comply with the permit. <br />The plan is acceptable with the following comments. <br />• The plan refers to "reportable quantities" in reference to spills. The MCP requires addressing of all spills <br />that have a reasonable probability of having a visible or otherwise detrimental impact on waters of the <br />state. Further, the permit specifies a three year period for review, not one year. Please refer to the <br />permit for additional information. If the plan does not fully address all materials required by the permit, <br />it will need to be modified and resubmitted. <br />• The plan states that it applies to surface facilities with aggregate or single storage of 660 gallons or [Wore. <br />The permit does not make this distinction. Thus, it appears that, on this basis, the plan may need to be <br />modified to address storage of smaller quantities, if they exist. In addition, the MCP specifies that <br />materials other that oil and fuel must be addressed. This includes chemicals used for treatment, <br />explosives, etc. Please see the permit. <br />• The plan contains information for contacting the Colorado Department of Health and the National <br />Response Center. Our department has changed its name, address and telephone number since ttte plan <br />was prepared. This needs to he updated. Further, EPA Region VIII should be notified.
