RE: Removal of Water from the Hazel-A Adit, Colina Oro Molino,
Inc., Gold Hill Mill, Permit No. M-94-117
The Division received a phone call from Bob Mason of Gold Hill Town
Meeting, Inc. Mr. Mason stated that he has recently observed that there
is only a small amount of water in the tailing pond at the Gold Hill Mill,
and that there is still a large volume of water impounded behind the
Hazel-A adit, estimating that the water level behind the Hazel-A is
currently about 9 inches lower than it had been on August 26, 1995. The
Division has not verified these observations, however, Mr. Mason's reports
on the Gold Hill Mill have always been accurate and reliable.
In the Division's inspection report dated August 26, 1995, it is stated
that:
It is imperative that all water be purged from the Hazel-A, through
evaporation in the tailing pond, as soon as possible.
It is further stated, in the same inspection report:
The storage capacity behind the Hazel-A bulkhead should be managed
such that adit is essentially dry except after significant rain
events. Whenever sufficient freeboard exists in the pond, water
should be pumped from the Hazel-A to the pond to allow evaporation.
If pan type evaporation proves to be insufficient, the Division will
require a spray system to be installed to enhance evaporation.
According to Mr. Mason, there is ample room in the pond to accept
additional Hazel-A water without interference with the required liner
repairs. The operator must maintain maximum water surface area in the
pond, without compromising liner repair operations, in order to maximize
evaporation. If this requires a daily presence by the operator to run the
pumps, then that is what will be required. The Division reiterates that
it is imperative to maintain the Hazel-A in a dry condition for it to be
useful for auxiliary storm water and snowmelt storage. It is important
to emphasize that the water pools from which Hazel-A water is to be
