Since stipulations are written to prescribe a <br />permit requirement, a response to a stipulation is an addition or modification <br />to the permit. For this reason, stipulation responses are processed as <br />revisions. Therefore, NCEC should submit three additional copies of the <br />submittal, including Map B.
