BANTA, Director
April 13, 1989
Mr. Tom Augustine
Wyoming Fuels Company
Star Route 1
Weston, Colorado 81091
RE: 1988 Annual Hydrologic Report, New Elk/Golden Eagle Mines
(C-81-012 and C-81-013)
Dear Mr. Augustine:
The Division has completed a review of the 1988 Annual Hydrologic Report,
submitted in response to Stipulation 12 for the New Elk mine permit, and to
Stipulation 10 for Golden Eagle. It appears that the only major change in
the hydrology of the permit areas involves the Golden Eagle mine inflow and
discharge (station MD GE -1 ). The Sodium Absorption Ratio of the mine water
increased from 28.7 in 1987 to 52.8 on December 12, 1988.
Since the mine water is now being routed to the new Pond 5, Wyoming Fuels
Company should submit a Minor Revision to add the Pond 5 outlet as a
monitoring point with tt~e same requirements as MDGE-1 and MDNE-1. Site MDGE-1
could then remain at Pond 2 in the event that it is needed.
A large improvement is seen in the dissolved Iron and Manganese readings from
PAW-6 in late 1988. Hopefully more consistent samples will be received from
this well. Iron and Manganese concentrations also continued to drop in well
PAW-2, though they are still well above the nonmandatory drinking water
standards.
My only other concern is with well CCAW-1, which has no results as required
for SAR, Sulfate, iron, Manganese and other constituents on March 3, 1988.
The December 1 sampling was missed due to the casing being damaged. Could you
elaborate on how this occurred, and on whether repair of this well is planned?
If you have any questions or comments, please call Tony Waldron or me.
Sincerely,
William B.
