LOng <br />Division Director <br />The 18 May 1999 and 11 June 1999 inspection reports pertaining to the North Thompson Creek <br />Mines have been mailed to you. Some of the items on the I 1 June 1999 inspection report first <br />appeared on the l9 April 1999, and some others on the 18 May 1999 inspection report. Please <br />advise the Division of Minerals and Geology (Division) with a description and schedule of your <br />proposed corrective actions. Again, I apologize for the mix up in dates that aborted our planned <br />meeting in May. <br />The purpose of [his letter is to answer a couple of questions you presented during our telephone <br />conversation subsequent to the 18 May 1999 inspection. <br />With regard to the repair of the bridges, the bridges are currently classified as segments of access <br />roads (Permit, Drawings D-2-5 and D-100). All roads are considered for purposes of travel by <br />land vehicles [Rule l .04(1 l 1)]. The maintenance of access roads is addressed at Rule <br />4.03.2(6)(a). Thus the decking of the bridges need to be repaired to a condition that will <br />accommodate light land vehicles such as pick-up trucks, e[c. However, you may need to repair the <br />bridges to a higher capacity to support the equipment you intend to use to further reclaim the <br />Portal 1 and fan shafr azeas, and the fan shafr road if appropriate (retention of the fan shaft road <br />was a subject of the North Thompson Creek/Phase II Bond Release Findings of November 26, <br />1993, page 5). <br />The clean up of the cleanings from the long pond is addressed by Rules 2.0~.3(4)(a)(ii)(C), <br />2.07.7(2) and 4.11.4. <br />The road downhill of the loadout (hay storage site) that crosses the field to [he Roaring Fork River <br />might not need further reclamation if it is suitable for the approved post-mining land use [Rule <br />4.03.2(7)] and is a feature that [he landowner wishes to retain (see Permit, page 4-90). The <br />Division would need a letter from the landowner to that effect [Rules 2.05.~(2)(a)(iii), <br />2.05.~(2)(b), and 4.03.2(1)(g)]. <br />iii-iiiiiiiiiiiu iii <br />999 <br />STATE OF COLORADO <br />Rule 4.02.3 addresses the requirement for perimeter markers about all areas affected by surface <br />operations or facilities.
