Box 60340
Grand Junction, Colorado 81506
Re: Snowcap Coal Company, Inc.
Coal Canyon Road
Road Culverts, Permit No. C-81-041
Dear Ms. Hammond:
TAKE PRIDE`
~Nf~MERICA
This is in response to your October 6, 2006 request to remove two culvert crossings located
along Coal Canyon Road within the coal mine permit. Specifically, culverts at crossings
numbers 2 and 3 (middle and upper crossings) w`oiild be removed and graded into low water
crossings, which would be maintained by Snowcap until bond release.
:,
~S.~f
~~ ~~
~~~ ~ ~~~~
e~2M.f- -
Unirecl States Deparunenl of the Interit>r
The BLM engineer has inspected the culvert crossings. Although we acknowledge the continued
maintenance and cleaning problems associated with these culverts, graded low water crossings
are also an ongoing maintenance issue. Our goal is to have along-term solution to the drainage
crossings. As funding allows, the low water crossings on the Coal Canyon Road above the mine
permit will be replaced with culverts.
The engineer has also determined that the current road alignment at the culvert dip section
should not be changed. It is our understanding that the mine permit specifies that the drainage
just below the culvert section will be re-routed toward the base of the refuse stockpile, but the
road itself would not be affected by this change. The culvert section should eventually be
replaced with a box culvert, but the design of the existing culvert section does allow water to run
over the top should plugging occur.
Regarding the 6-foot culvert on the side drainage, you indicated that the plugging problem may
be resolved by re-setting the culvert to the proper height.
