Banta. <br />Division Director <br />GEC Strip Mine, <br />Per your request, Cathy Beget and I discussed your two proposed options for <br />reclamation of this portion of this permit. Specifically, you asked us to <br />investigate 1) what CMLRD would have to apportion from the forfeited bond to <br />reclaim the area to the point of regulatory compliance, and 2) what would need <br />to be apportioned to reclaim the area this year to the level of addressing <br />only the pubic safety hazards, with the idea of completing the reclamation to <br />regulatory standards once the suit Energy Fuels issues had been resolved. <br />During the Division's inspection of December 10, 1991, Dr. Corley identified <br />twenty areas of disturbance that he felt should be reclaimed with the bond <br />money. These sites are denoted on the enclosed site map copy. Of these <br />twenty sites, the Division has identified five that were denoted on the <br />original GEC Minerals application as areas to be reclaimed. These five are <br />denoted on the enclosed as Areas Two, Three, Seven, Nine and Ten, and are the <br />only sites that GEC Minerals would be liable for. <br />Our preliminary estimate to reclaim these five sites to statutory standards is <br />$75,000. This includes reduction of highwalls and revegetation within Area <br />Seven, known also as The Orphan Pit, and re-seeding of Areas Two, Three, Nine <br />and Ten to meet vegetation success standards associated with the final <br />post-mining land use of grazing. <br />The Division feels that within Section 24, only the Orphan Pit currently poses <br />a significant public safety hazard. As such, reclaiming this site is <br />estimated at $40,000: <br />Both of these estimates are very <br />estimates.
