Gillis <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street, Room 423 <br />Denver, Colorado 80203 <br />Re: 1985 Exploration Drilling Program <br />Deserado Mine Area <br />Dear 'Pom: <br />In response to your letter of 2/26/85 to George O'Hara <br />of our office, enclosed is a copy of federal lease C-023703 <br />which gives Western Fuels the right to "use so much of the <br />surface as may reasonably be required" to develop the coal. <br />Mr. Bill Stringer, BLI4 Craig, called me on 2/27/85 to explain <br />that no approval by BLM will be required for "Exploration <br />Plan for Federal Coal Lease C-023703". However, the BL:Q <br />Denver office will have to approve "Exploration Plan for <br />Certain Unleased Federal Coal Lands". Approval by the BLM <br />Denver office will constitute the legal right to enter. We <br />are seeking approval from BLM on the unleased lands con- <br />currently with requesting approval fram CMLRD (see attached <br />letter dated 2/11/85 to BLM Denver). <br />Regarding topsoil salvage and replacement, grading re- <br />quirements will be minimal so that topsoil will not be spoiled <br />with overburden (the "C" horizon). 47estern Fuels will use <br />existing jeep trails when possible. Otherwise, overland <br />travel with no grading will be used to aet to each site. <br />Minimal road gradework to get to the sites is expected, but <br />cannot be definitively defined until later in the spring when <br />snow is gone and route selection determined in the field. <br />Drilling sites will be located on relatively flat terrain. <br />Maximum size of drill sites will be 40'x40'. Some sites may <br />require no earthwork. A blade will be used to grub vegetation <br />to one side. Earth will then be cut to a maximum depth of <br />three (3) feet and stockpiled. If a mud pit is required, it <br />will be dug with a backhoe, stockpiling the dirt separately <br />from the topsoil. Upon abandonment, the mud pit will be filled <br />with material removed from it.
