By this letter we intend to restate to you the <br />objectives of the Division of Wildlife for this study, offer carcrents and raise <br />questions concerning the first annual report, and make suggestions for improving the <br />reliability or scope 'of the study. <br />The purpose of this study is to monitor the behavior of elk in such a way that we <br />will know whether these elk are negatively ingoacted as they are displaced from a <br />traditional calving area by surface mining. The primary question or objective from <br />our viewpoint is whether or not productivity of this group of elk will change as they <br />are displaced. Additional questions within the scope of the study are whether elJ: <br />exhibit fidelity to a specific site known as a "birth bed" and, perhaps more importantly, <br />a detailed description of the habitat where parturition takes place. <br />We have a number of cotmter7ts or questions concerning your report and these follow <br />sequentially by page: <br />Page one, first paragraph. Since you mention that it is felt there will <br />be impacts on elk, but that these impacts could be substantially mitigated, <br />you should include a discussion of proposed mitigation methods in subsequent <br />reports. <br />Page one, last paragraph. We have previously restated the objectives of <br />this study. You have omitted habitat description fran your statement of <br />objectives. Habitat description of birth sites or calving home range or <br />both, should be included as an objective as birth beds are identified. <br />Page two, last paragraph. We suggest that you present a tabular compilation <br />of precipitation and tacg~erature for the surrounding area as Kell as the mine <br />site in case there is fluctuation fran the normal during the course of your <br />study. <br />DEPARTMENT OF NATURAL RESOURCES.
