Accompanying these corrected pages is an explanation from the Design Engineer
for the correction. The testing procedure involved is that for Linear Low Density Polyethylene
("LLDPE") puncture resistance. With focus on submitting the test results to your Office, a
typographical or editing error was not identified until the synthetic geomembrane contract was
finalized. The correct testing procedure is that described in ASTM D4833.
The second attachment is status report on the investigations of, and compensation measures for,
the supposed underground workings that were historically mapped as located in areas of the
Phase II pad. This is provided to ensure that you are updated on the progress and plans. As
you will see described and analyzed in the Design Engineer's report, we currently intend to
install geogrid material to ensure that the workings are properly addressed. Additional pages
for the Technical Specifications that call out the geogrid materials and procedures are included.
The map that accompanies Attachment 2 is provided with the hard copy of this letter.
The third of the referenced items is that of the 1996 construction schedule. This schedule is
somewhat dependent on obtaining Office of Mined Land Reclamation approval of the technical
revisions and other notifications CC&V provided initially via its letter dated January 9, 1996.
It is our understanding that we should receive an "adequacy letter" from you that addresses
CC&V's response of March 4, 1996, possibly tomorrow. It is also our understanding that all
remaining issues raised by the Office of Mined Land Reclamation involve the Drain Cover Fill.
CC&V also acknowledges that a cation exchange test for the "Area 2" Soil Liner Fill must be
submitted to your office and that the thickness of the Low Volume Solution Collection System
Fill is not changing. Based on these understandings, it is our belief that the other (than Drain
Cover Fill) elements of the Technical Revision submitted to you on January 9, 1996 are
