SHELTON Drrecbr
R¢nartl D tTmm
Go~emor
January 27., 1982
~`!
TO:
FROM:
Carol Russell ~J
David Craig I ~~' 1''
1.r :~ ~
RE: G.E.C. Technical Review
7 have reviewed the "Ground Water" and "Overburden Genchemi.stnl" portions of
the G.E.C. mining application. The followimr arc the comrrnnts T have regarding
this review,
Ground water
The applicant contends that there is no ground water in the vici.niCy of the
mine. Therefore, no baseline data was submitted, offer re vierainy the IJOrchester
mining application (an adjacent mine), I learned that the cr.i sti nq piezometric
surface has been artificially lowered by previous minLrg nctivitie;. .Several
nearby un deryround mines pumped about 350,000 qa it ons of writer per dog to rlc-
water the workings. As a result, the local piezometric sur/nr:c was )owe rerl
to an elevation below the current mining activit.ic..•+. Since the pumping has
ceased, the piezometric surface has slowly risen, Lilt is cun'r_~nt.ly ;till at
an elevation below the mine pits. It is believed that the piczom~~tric surface
will evantually rise to the elevation of the current mining activities.
She re£ore, as the applicant contends, there is no groun~l water in thr. current
mining area from which to gather baseline information. I sec no mason to
require baseline hydrology data gathering for the areas of current mining,
However, within this 5-year permit period, the applicant proposes to open a
new pit to the north of the current mining activi.tics (see Ftap 15 of the permit
application). because this pit is lower in elevnr.i.on, it has thr_ potential to
encounter ground water. The applicant does not prnpose_ to mine this area
until 1984. There is still plenty of Lime to r_ollcct Lhis data. Daring the
exploration phase of the developrrnt of this northern area, the applicant
should collect sons baseline hydrology information, because thr_re arc no
significant aquifers in the vicinity of the proposed mine worktn9s, .I feel
that we could go ahead and approve the mining and stipulate the d.rta gathering
and monitoring requirements. Therefore, I have no odditional adequacy comments
regarding the "Ground Water" portions of the mining applicati.wr. 7111 of my
concerns could be handled through stipulation; to the permit.

w
423 Centennial Building. t313 Sherman Strce.t Denver, rnlni;irln nQ?r1 ~ Ir`I Clna) t3rr,_35f'
1~,fi C.~'~r'~.
[
