Long <br />Division Director <br />In my most recent Roadside Mine inspection report, I had indicated that the extent of road reclamation <br />associated with the 2-West Portals reclamation project would be further investigated. i have reviewed <br />applicable permit sections, including BLM comments on road retention in permit Appendix 14-5, as well as <br />BLM comments pursuant to reclamation of drill holes PCC-01 through PCC-03 in a letter of January 7, <br />1998 (enclosed). I[ is evident that BLM does desire that a roadway remain in place to allow for vehicle <br />access beyond Ure portals, and this is specified in the permit. As such, remaining reclamation work <br />conducted at the site needs to provide for retention of a roadway iluough the area, consistent with adjacent <br />sections of the existing light rise road. <br />The approved reclamation plan as described on page 14-12 and depicted on Exhibit 58, will require <br />reclamation of the "temporary relocated channel" a[ the North Portal, and reestablishment of the channel in <br />its original location, with "boulders ...placed between the reestablished channel and the portal fill". <br />Remaining 5ll associated with the stockpile site between the two portals needs to be pulled up and cuts <br />created in association with portal development need to be reduced, to the extent consistent with retention of <br />alight use roadway though the area The extent of culverts or "low water crossings' following completion <br />of reclamation, should be consistent with that which existed prior to initial permitting of the site. <br />Please contact me if you have any question. <br />Sincerely ~ ~~~~ <br />Dan T. ews I <br />Environmental Protection Specialist <br />ce: Denver File <br /> <br />E.~e~.~a f~-~ <br />
