Memorandum <br /> <br />To: Byron Walker <br />CC: Dan Hernandez <br />From: Janet Binn <br />Date: 5/ 16/200 <br />Re: 2006 Bond Release Sampling Plans for Edna Mine, C-]980-001 <br />Pittsburg and Midway Coal Mining Company submitted plans Mazch 27, 2006, for vegetation sampling at <br />the Edna Mine for phase III bond release data collection. The sampling plan was prepared by Habitat <br />Management, a consultant to Pittsburg and Midway Coal Mining Company. Sampling is planned to be <br />conducted during late June through September 2006. This timing is planned to coincide with the growing <br />season. The sampling plan is in agreement with the section 4.4.4.3 of the permit. The 2006 sampling plan <br />is similar to the 2005 vegetation sampling plan as well. Pittsburg and Midway Coal Mining Company <br />2006 vegetation monitoring plan maintains consistency with the approved monitoring plan found in permit <br />section 4.4.4.3 and remains consistent with the vegetation sampling plan agreed upon in 2005 with the <br />following comments: <br />1. The appropriate adequacy formula needs to be applied to the data as defined in the Division's <br />"Guideline Regazding Selected Coal Mine Bond Release Issues" (April 18, 1995, pages 20 and 21). <br />If the data shows that the sampled pazameter is less than the reclamation standard, please use the <br />adequacy formula shown on page 20 of the referenced guideline. If the reclaimed area sample data <br />equals or exceeds the reclamation success standazd, the adequacy formula shown on page 21 of the <br />reference guideline is applicable. <br />2. Sub-shrub species should not be included in the stem counts for Woody Stem Density <br />reclamation success determinations. <br />
