Box 58
Delta, CO 81416
June 10, 1985
RE: Technical Revision Stipulation No. 2, File No. C-047-81
Dear Mr. Reschke:
III IIIIIIIIIIIIIIII
999
The Division has completed it's review of your submittal dated April 30, 1985.
The quantity, location and standard construction detailed for the eight survey
monuments and three piezometers are all acceptable. We agreed during our
telephone conversation May 31, 1985, that the steel casing proposed for the
piezometers is not necessary and can be deleted.
You have proposed, in your submittal, that the survey monuments be monitored
for movement "quarterly for the first year and annually in June for the next
two years". Due to the history of stability problems at the mine bench and
the fact that the bench is now a permanent underground development waste
disposal structure, this proposal is not sufficient. We require that the
bench be monitored quarterly for a minimum of three years. At that time, if
insignificant movement has occurred, in the opinion of the Division,
suspension of monitoring may be requested. Quarterly monitoring shall
continue until cessation has been approved, in writing, by the Division.
The proposed frequency of water level and water quality monitoring is
acceptable. However, the plan proposes to cease water level monitoring after
three years and makes no statement regarding water quality testing duration.
In both cases, as above, monitoring shall continue until cessation has been
approved, in writing, by the Division.
Finally, in the cases of survey monitoring and water level monitoring, no
statement is made regarding submission of the monitoring results. In each
case, the results shall be submitted within two weeks following completion of
the periodic monitoring.
With the addition of these few changes, the bench monitoring plan is
acceptable.
Please feel free to call if you have any questions.
Sincerely,
Susan Mowry
Reclamation Specialist ~
MINED LAND RECLAMATION DIVISION
DAVID C.
