Gunnison No. 1 mine. Specifically, this stipulation <br />required Atlantic Richfield to increase the size of the originally <br />proposed dry meadow reference area (.8 acres) and sample the dry meadow <br />areas to be affected by mining. A statistical comparison was to be <br />calculated between them. Also, a reference area management plan was to <br />be included. The study design was based on a memo to ARCO from Tom <br />Gillis, dated September 22, 1981. <br />The memo from Tom Gillis could not be located. However, the study is <br />well done. The reference area has significantly greater cover and <br />production values, but the operator contends it is the only similar area <br />near the affected area that will not be disturbed by mining activities. <br />Baseed on the data provided in the report I would agree that the <br />composition of both the affected and disturbed areas are similar. <br />I suggest we accept the company's recommendation that since the cover and <br />production values are higher in the reference area than the affected <br />area, we can be assured that adequate reclamation will be achieved. <br />Tnerefore, the proposed dry meadow reference area is acceptable. <br />The management plan for the dry meadow reference area entails an annual <br />photographic survey. Four photo points will be established and four <br />pictures looking north, south, east and west will be taken to monitor <br />shrub invasion. If shrub invasion occurs they will be removed. <br />I could not locate the photo posts on the map, therefore, these should be <br />identified. Also, I would suggest that either the photos and annual <br />shrub invasion report be sent to the Division or a copy kept on file at <br />the mine office so the Division can review it during the course of a <br />monthly inspection. <br />If shrub invasion occurs and the company decides to use herbicides or <br />localized burning to remove the shrubs, extreme caution should be taken <br />to avoid disturbance to the rest of the reference area. <br />/ep <br />Doc.
