The applicant must also <br />provide with this submittal a detailed description of a monitoring program <br />to evaluate the success of the new calving area." <br />This letter constitutes our response to Special Stipulation Number 4. <br />The basis for this stipulation is found in Section 780.16(b) pg. 780-97 to <br />780-99 of the permit which states: <br />"The limited disruption of the elk calving area will be mitigated by <br />improving adjacent areas to the extent necessary to make it more <br />suitable as elk calving habitat. The existing habitat encountered in <br />the present elk calving area will be simulated in adjacent areas. <br />Since actual disturbance to the elk calving area will not start until <br />the second year after this application is approved. Studies will <br />continue within the existing calving area to supplement the baseline <br />data already obtained. During the summer of 1980, after elk have <br />
