Perma has several concerns <br />regarding the proposed species diversity criterion. As I.understand it, all <br />other criteria are acceptable to Perma as outlined in my January 14 memo", and <br />are now a binding part of the permit. <br />With regard to species diversity, Perma makes several assertions regarding the <br />range condition at CCMC and the similarity of communities at Chimney Rock and <br />CCMC. For the record, grazing has not been excluded at the CCMC site as has <br />been stated (the cattle have been blamed repeatedly for the lack of growth on <br />• the topsoil stockpiles), nor has any demonstration of similarity been made <br />between Chimney Rock and CCMC vegetation communities. <br />I developed the proposed species diversity criteria based on site-specific <br />baseline information provided in the permit application and on the capability <br />of the site (See Table 1.) Upon review of Table 25 (Reclamation Seed Mixture) <br />approved by the Division, it became apparent that, there was a different <br />balance in seasonality between baseline communities and the approved mix (see <br />Table 25).
