( <br />~~ } y~9 / ' <br />RE: Costilla J <br />County and Battle untarn Resources <br />DATE: October 15, 1990 <br />Today I met with Costilla County officials including members of the <br />Costilla County Conservancy District concerning the Battle Mountain <br />Resources San Luis Project. <br />The group informed me that they are concerned with a number of <br />environmental issues relating to the mine. They are also concerned about <br />what they consider to be the incompatibility of the mining project with <br />the long-range economic development plans for tourism in tl~e area of San <br />Luis. <br />In addition, they voiced concern about the need for Hispanic and <br />.environmental representation on the Mined Land Reclamation Board. They <br />also asked if we could require the Mined Land Reclamation Board to <br />enforce applicants for permits to comply with the provisions of the <br />5\_~ National Environmental Policy Act. <br />Attached is a detailed statement from them on concerns teat they have <br />with the mine. <br />I ask that you review the concerns raised by the group and report to me <br />on what we can do. Specifically, I want to know (1) whether the tailings <br />pond located within the 100-year floodplain poses a threat to the <br />community of San Luis; (2) whether the materials plated in the tailings <br />pile will be detoxified sufficiently so that they do not represent either <br />an air or water contamination problem; (3) whether the state drinking <br />water laws are applicable, and if so, how compliance will be assured; (4) <br />what kind of monitoring devices will be in place to protest the health <br />and safety of the residents of San Luis; and (5) what kind ~f assistance <br />~ ~ do we have available to provide Costilla County on land use regulation? <br />~ The community of San Luis is important to all of us because of its people <br />~ W nd its history.
