As we have discussed previously
on the telephone, I had inspected these sites for compliance with the
Colorado Mined Land Reclamation Act, and am enclosing the inspection
reports with this letter.
The gravel pits south of the St. Vrain River are regulated under a
Reclamation Permit issued to Weld County. The approved reclamation plan
calls for the creation of ponds to be put to a recreational use.
Disturbed land above the water table will be revegetated with grasses,
trees and shrubs. Since the operator of the pits is a unit of local
government, no financial warranty, or bond, is required for this
operation, however, Weld County is required to comply with the terms of
the reclamation permit, and to submit an annual reclamation report to this
Division. Compliance is also verified through inspections by Division
staff.
The gravel operations north of the St. Vrain, are permitted by Siegrist
Construction Company. The approved reclamation plan calls for the
creation of a large lake east of the WYCO pipeline that runs north-south
through the property, and the creation of one or two ponds west of the
WYCO pipeline. As a private operator, Siegrist Companies must post a bond
with this Division to assure reclamation of the site. The bond money
would be used by the State to complete reclamation of the site in the
event of a default by the operator. As you can see from the enclosed
inspection report, the Division occasionally will adjust the amount of
required bond for good cause shown. Compliance with the reclamation
permit for this site is monitored through annual reclamation reports
submitted by the operator, and through site inspections by Division staff.
•
OF COLORADO
