As stated on page 34 of the permit renewal Findings Document (December 31, 1986), Peabody was to have submitted an alfalfa management and control plan to the Division by February 1, 1987. At this time, the basis for the management and control plan has been formulated and the primary methods and procedures for implementation have been outlined. In order for the plan to be feasible for implementation and provide effective results, a nwnber of details and variables must be addressed. These include specific herbicide application methodologies for the treatment areas and grazing and land management issues including selection of a private livestock operator to graze overall areas to be treated. Peabody's Environmental, Land and Operations Departments, along with Seneca II Mine personnel, are coordinating efforts at this time to finalize the details of the management and control plan. to be implemented beginning later this spring. Based cn the above discussion and the desire to formulate a realistic and effective management and control plan, Peabody hereby requests a submittal date of April 15, 1987 for the alfalfa management and control plan.
