;--~ III IIIIIIIIIIIIIIII
TRANSITIONAL ACTIVITY - Y SHALE OIL PROJEC
une 18, 1982
Exxon expects to close the purchase of The Oil Shale Corporation's 40Y interest
in Colony on June 22. Immediately upon closing, Exxon will assume the entire
reclamation obligation - past, present, and future -for the project.
A complete inventory of land disturbance in the permit area is being prepared.
Aerial and ground-level photography has been completed, and aerial orthomosaics
needed for accurate calculation of area disturbed are being prepared. This
inventory will be used for detailed planning of stabilization and reclamation
work and for estimating financial warranty requirements.
An engineering study group is evaluating alternatives for site activity which
will move ahead with construction of some project facilities, stabilize or
reclaim disturbed areas, and protect air and water quality. We expect to submit
our plan for site activity to the Division in accordance with tl,e schedule
agreed upon in our meeting of May 11.
We expect the resident Exxon organization charged with responsibility for
implementing the plan to be formed and functioning by the time the plan is
presented to the Division. This group will replace the Exxon Research and
Engineering Project management team currently on site.
Current construction contracts are being terminated. They will be ~~eplaced by
new contracts as necessary to carry out the work under the new plan. Bids have
already been solicited from local contractors on anew general construction and
maintenance services contract.
About 175 contractor employees are currently engaged on site.
Work is being completed by Tectonic, inc. on the Colony site, access road.
Tectonic is also removing unstable spoil from the slope abbv~ the site road ~
f. ~a..
crossing lower~DavSs Uu1ch.#
Summit ConstPuctiop i~ cgntinuirrg to construct the road betwe~n~ the Davig Gulch
~~id•`M'i'd87~'~l~C'"daft sit~s~ .
Gilbert Western (plateau plant site preparation) is expected to he fully
demobilized within a few days.
Pending analysis of environmental monitoring needs for the future, ~~~~„, re~
continuing the environmental monitoring program which was in e~fect prior~o~ay
2i
Exxon technicians, using Exxon-owned equipment, are meeting immediate needs for
site maintenance, reclamation and stabilization.
