In <br />1989 the Mined Land Reclamation Division ("MLRD") obtained a de- <br />fault judgment against the debtor Western Slope Carbon, Inc. <br />("WSC") in the amount of $156,750. The total amount due, includ- <br />ing statutory interest, now exceeds $183,000. I have attached <br />copies of the Judgment by Default, WSC's last corporate report, <br />transcript of judgment, and return of service for post-judgment <br />interrogatories. The transcript of judgment was filed with the <br />Gunnison County clerk and recorder in November 1989. WSC was <br />served with post-judgment interrogatories in December 1989, but <br />it failed to respond. <br />In addition to the individuals listed in the corporate report, <br />Mr. Stamper Collins of Joplin, Missouri was a principal in the <br />corporation. Z have been unable to make contact with the corpo- <br />ration or any of its principals. <br />The MLRD may have control of a significant WSC asset. WSC's debt <br />to the MLRD arose out of civil penalties levied by the Mined Land <br />Reclamation Board for regulatory violations at a mine site oper- <br />ated by WSC. Pursuant of §34-33-113, C.R.S., WSC had previously <br />
