Long <br />Division Director <br />Reclamation at the site should conform to your approved reclamation plan <br />pursuant to Rule 6: Reclamation Performance Standards, of the Mineral Rules <br />and Regulations. At the least, the pit highwalls are to be reduced to a slope <br />of 3:1 or less, the pit floor is to ripped or disced, topsoil will be <br />distributed over the entire disturbed area to a depth of at least 6 inches, <br />the area will be seeded with 9.0 pounds of pure live seed (PLS) of sideoats <br />grams, 14.0 pounds PLS of pubescent wheatgrass and 10.0 pounds PLS crested <br />wheatgrass per acre if drilled. <br />Double the seed rate if broadcast. Apply 50 pounds of nitrogen and 50 pounds <br />of phosphate per acre. Apply 4000 pounds per acre of mulch (native grass hay <br />or wheat straw) after seeding and fertilizing. The mulch needs to be crimped <br />in. The Soil Conservation Service recommends planting the seed February 1 to <br />May 15 or October to freezeup. <br />If you submit your letter to begin reclamation at the pit, and you agree to <br />reclaim the site pursuant to Rule 6 and your approved reclamation plan, and <br />you submit your time table for reclamation, I will not require an increase in <br />your financial warranty bond per my inspection report dated January 13, 1993. <br />You will still need to submit a performance warranty document (which I mailed <br />to you in January, 1993) and you are still required to put a sign up at the <br />entrance of the pit and set corner markers to your permit area (which you said <br />you already completed). I am requiring the sign etc. because it will be at <br />least two growing seasons before you will 6e able to request a release of your <br />financial warranty responsibility (it takes that long to establish a diverse, <br />effective and long lasting vegetative cover). <br />
