Enclosed is the Division's mid-term review for the Meadows Mine, Permit No.
C-81-029. The review was performed in fulfillment of Rules 2.08.3, 2.06.2(9),
2.06.3(4), 2.06.5(3), Z.06.7(5), and 3.02.2(4).
The mid-term review primarily consisted of reviewing the permit application,
stipulation responses, revisions and any supplemental information, as well as
information.from field inspections and past inspection reports. The main
purpose of the review was to identify any areas of the permit application that
will need to be revised or modified to ensure compliance and ~'eflect the
current status of the mine.
The enclosed document contains our mid-term review, timetables for submitting
responses, a summary of the status of stipulations, and the results 'of our
performance bond review. The only revisions found to be needed involved the
Sediment Disposal Plan.
Several other areas of the permit application require clarification or
up-dating, but may not require revisions to the permit. These items are
discussed in Section III of the revie~,a. Most of these items pose no immediate
environmental concerns, but may be needed to clarify the mine plan, or to
provide additional information.
The Division requests that Sun Coal Company submit appropriate responses to
our concerns by May 31, 1986. The responses should be submitted in a package
using a format that allows easy insertion of the responses directly into the
original permit application. Due to the fact that the permit application does
not have page numbers, it may be necessary to resubmit three new copies of the
application narrative.
