Savage rse~a,c~- <br />RE: Powderhorn Coal Baseline Vegetation Survey (C-041-81) <br />I have reviewed the baseline vegetation survey prepared for Powderhorn Coal <br />Company by Western Resource Development. <br />The baseline data collected in the three selected study areas appears to <br />satisfy Division requirements for quantitative descriptions per 2.04.10. I am <br />somewhat confused as the methodology and standards proposed for the Roadside <br />and Cameo Mines. Under the topic Determination of Reveaetatlon Success, it is <br />stated, "determination of revegetation success will be based on the comparison <br />of reclaimed areas with data from study areas", while a table later in the <br />text proposes, "(success criteria ) 90% of reference area value at 80'K <br />confidence." [feel there needs to be some clarification as to whether the <br />permittee has or is proposing to establish reference areas within each of the <br />study areas and sample these reference areas for comparison with revegetated <br />areas, or whether the permittee is proposing that reclaimed areas be compared <br />to data that was collected within the study areas in 1982. Additionally, the <br />permittee and Division need to establish standards for woody plant density, <br />and species diversity. <br />/ph <br />Doc.
