BANTA, Director <br />DATE: July 24, 1989 <br />T0: Cathy Begej - <br />FROM: Carl Mount <br />RE: Proposed 1989 Vegetation Sampling Program, Rockcastle Coal Company, <br />Grassy Creek Mines, Permit C-81-039 <br />I have reviewed the brief write up concerning vegetation sampling at <br />Rockcastle Coal Company's (RCC) Grassy Creek Kline. I also discussed the plan <br />with h1r. Tom Colbert of Inter-Mountain Soils, Inc. (RC C's Consultant) on <br />July 20, 1989. From the write up and telephone conversation I have formulated <br />the following comments: <br />1. In general, the vegetation sampling plan is adequate and commits to doing <br />things as described in the Colorado Mined Land Reclamation Division <br />vegetation guidelines and the permit. Standard sampling and statistical <br />methods will be used. <br />The reference area will be sampled and statistical comparisons made with <br />each re vegetated pit. Further, Mr. Colbert will look to see whether any <br />pits were seeded in different seasons. (i.e. If half of Pit 5 was seeded <br />in 1984 and the other half in 1985, it would be considered in different <br />seasons). If this is the case, sampling will be performed within each <br />area. <br />The proposed change in cover sampling methods from quadrats (used in <br />the baseline program) to line-point transects is acceptable. The write <br />up purposefully does not commit to a specific length of transect line. <br />However, my conversation with Mr. Colbert indicated that transect length <br />will be adjusted at the mine site to "best fit" as determined by size of <br />re vegetated areas. After "best fit" is determined, uniform length will <br />be used throughout the rest of the sampling. This is acceptable. <br />Mr. Colbert also indicated to me in our telephone conversation that raw <br />data will be included in any report submitted to Colorado Mined Land <br />Reclamation Division. This is necessary and acceptable. <br />You may want to write a short note that quickly outlines the points of <br />agreement from Mr. Colbert's and my telephone conversation.
