Application received 7/30/85. <br />-According to foreman on site, dirt work started in mid-June and actual mill <br />construction started around the first of July. <br />-NLRB issued NOV and C&D for mining without a valid permit on 9/26/85 <br />-NLRB approved application to allow activities of mill construction, etc. on <br />9/26/85 and C&D lifted once stipulations agreed upon <br />Environmental Damage (I,M,S)* <br />MODERATE <br />Safety Hazards (I,M,S)* <br />MODERATE <br />Willfullness (Negligent - Willful) WILLFUL - Operator thought mill construction <br />could commence once building permit from Boulder County was obtained. However, <br />operator continued mill construction after being informed NLRB approval also needed. <br />Cooperation (Initiation of Appropriate Corrective Action) <br />-Operatcr was requested at the time of the inspection as well as numerous times before <br />NLRB meeting to cease activities.
