The following clarifications and amendments <br />should be noted and incorporated into the bid documents: <br />1. The bid opening date is July 22, 1999 at 2:30 p.m. <br />2. The Time of Completion will be fourteen (14) calendar days. The project must be <br />completed prior to October 8, 1999 in nor more than fourteen (14) consecutive working <br />days. CONTRACTOR and PROJECT MANAGER shall mutually agree upon the start date <br />of construction in order to ensure that the project is completed by no later than October 8, <br />1999. <br />3. During construction, it will be necessary to cross the drainage Swale located immediately in <br />front (south) of the collapsed mine entry. Upon completion of construction, the Swale must <br />be returned to its original, pre-construction condition. <br />4. Topsoil to cover the coal refuse may be generated either by salvaging the soil currently in <br />place at the disposal area, or by pushing dirt from the hilt immediately to the east of the <br />disposal area over the coal waste. A minimum cover of eight inches (8") of soil material <br />must be placed over all of the coal waste material. If material is excavated from the hill to <br />the east, the excavated area must not be of a lesser elevation than the coal waste <br />material. All trees and shrubs must be removed from within the footprint of the disposal <br />area prior to placement of the coal waste material. Upon completion of topsoil application <br />operations, the excavated hill to the east, if disturbed, must be graded so that the <br />topography matches and blends with the adjacent landforms. The excavated area will be <br />ripped to minimize soil compaction. The area will be roughened (see Task 2, Topsoil <br />Salvage and Surface Roughening), and revegetated (Task 4, Revegetation) per <br />specifications. <br />5. Note that at the coal waste disposal area and at the hillside to the east, if disturbed, weed <br />free straw mulch will be applied to the surface of the topsoil immediately upon completion <br />of topsoil application operations. Severe surface roughening, as described ion Task 2, <br />Topsoil Salvage and Surface Roughening, will occur simultaneously with the mulch <br />application so that the mulch is thoroughly incorporated into the soil. Mulch application <br />
