The Fugitive Particulate Control Measures <br />of both permits require that "Unpaved portions of the road shall be <br />treated twice per year (Spring and Fall) with magnesium chloride <br />solution applied at a rate of 1/2 gallon per square yard of road <br />(undiluted)". <br />The only portion of the haul road that is unpaved is the portion of <br />the road on the coal pad where the coal stockpiles are located. <br />The Terror Creek Company has been unable to use magnesium chloride <br />as required because it contaminates the coal stockpiles. <br />Please revise the referenced Emission Permits to delete the <br />requirement in the Fugitive Particulate Control Measures to use <br />magnesium chloride.
