Homestake <br />understands that the PA was prepared for the US Forest Service, Rocky Mountain Region ("USFS") by <br />Science Applications International Corporation ("SAIC"). Homestake has reviewed the PA. As you <br />are aware, Homestake has conducted substantial additional reclamation activities at the Bulldog site <br />subsequent to the field visit conducted by SAIC in support of the PA. Thus, the site conditions have <br />changed considerably since the field visit. The purpose of this letter is to provide both general and <br />specific comments on, and correct statements in, the PA for the administrative record. Additionally, <br />this letter serves to update the USFS on the current status of reclamation activities a[ the Bulldog site. <br />As will become apparent, Homestake has addressed virtually all of the issues raised and <br />recommendations made in the PA through these additional reclamation activities. <br />General Comments <br />1. Although the PA is dated December 30, 2002, the field visit upon which the PA is based was <br />apparently conducted on November 20, 2001. Thus, the PA was issued over one year after the field <br />visit. As stated above, Homestake has completed substantial additional reclamation activities at the <br />Bulldog site since the field visit, including the following activities at the 9700 and 9360 waste rock <br />facilities and lower tailings facility: <br />9700 waste rock facility <br />Construction of a cutoff structure above the facility and installation of an HDPE bypass pipe to <br />route upstream flows in Windy Gulch through the facility without resulting in contact with the <br />waste rock. <br />Construction of a lined overflow channel on the facility. <br />
