Collin's memo describes the <br />history of Cyprus-Empire Energy's investigations into the fold-over problem <br />the overland A-belt has bean experiencing since March of 1990. The belt has <br />been folding-over, pinching in the rollers and breaking. Cyprus-Empire has <br />chosen to forgo turning-over tiie belt while it continues to research the <br />ongoing problem. <br />The memo also contains recommendations trom Goodyear Rubber Company, the <br />manufacturer of the conveyor belt material. However, Goodyear's <br />recommendations are not definitive. They have recommended replacement of the <br />entire conveyor belt with a heavier weight rubberized ma teri;il and a redesign <br />of the counter weights and the turn-over roller apparatus. Completion of this <br />significant task would entail three weeks down time for the conveyor and <br />approximately a hundred and fitty thousand dollar expenditure. Needless to <br />say, Cyprus-Empire does not wish to complete the modifications for both of the <br />above reasons. <br />4lhile the turn-over configuration is a desirable and innovative belt design <br />technique, it is not required by our regulations. Cyprus-Empire Energy is <br />responsible for complying with the fugitive dust and sediment: control aspects <br />of our regulations, using whatever technology they select. ]: recommend that <br />you continue to encourage Cyprus-Empire to complete the modifications, and <br />reestablish the belt turn-over. However, failing completion of these <br />modifications, we can only continue to ao our usual thorough job df inspection <br />and enforcement, in order to ensure compliance with our regulations regarding <br />fugitive dust and sediment control. <br />cc: Mike Savage <br />0849E/sc9 <br />
