Thank you for submitting, for the review and approval of the State Engineer, the plans and
specifications for the construction of the new Tigers Dam and associated appurtenant structures in Adams
County. The review of the design and construction documents was performed as an independent third party
review. The documents were reviewed by ECI on behalf of our office. They have completed their review of
the design and construction documents and have found them to be acceptable for construction. Mr. Rodney
Eisenbraun of ECI by letter dated July 2, 2003 has recommended the documents be approved for the
construction of this proposed dam. His recommendation is contained in the Final Report for the Third Party
Review of Tigers Reservoir. Their report is dated Mazch 13, 2003.
Although Mr. Eisenbraun recommended approval, this office also required additional changes to the
documents. These changes consisted mainly of changes to the specifications for the dam embanlnnent
materials, the details of the tie-in between the existing slurry wall and the new dam embankment, and the
construction of the spillway. These changes have been incorporated into the documents. We aze transmitting
two copies of the construction specifications, and under a sepazate cover, one mylar cover sheet and one set of
the construction drawings with approval signatures for the construction of this proposed project. Our
acceptance and approval of these documents aze mainly based on Mr. Eisenbraun's recommendation and aze
effective as of the date of this letter and contingent on the following items:
The spillway should be provided with a concrete crest control structure. As a minimum, the control
structure should be constructed as a cutoff wall with a minimum depth of five feet and width of one
foot. The top of the wall should be placed such that it is at the minimum elevation of the spillway of
5,069 feet and is higher than the riprap and soil placed upstream and downstream of the wall. The
design and construction documents for the spillway should be submitted to this office for our review

The contractor should develop a written plan of how the dam embankment materials aze to be placed
and compacted over the .top of the slurry wall. A test section should also be constructed to
