VaniiArhoof / Gc~kernor <br />Department of Local Affairs <br />Phone / (303) 892-2178 <br />SUBJECT: Proposed Raw Water Contract with <br />Asphalt Paving Company <br />Dear Mr, Swenson: <br />The Colorado Division of Planning recommends that the operational and <br />reclamation plans of the applicant be reviewed by the Water Resources <br />Advisory Committee of the Denver Regional Council of Governments be- <br />fore the raw water contract is granted. It is one of the functions of the <br />Committee to advise the Council on "the environmental impact of plans <br />and programs for the provision of services," which includes "water <br />supply, transmission, treatment and distribution" (p, 39 of document <br />distributed at the May 10, 1974, meeting of the Water Resources Advisory <br />Comm- i~1 While the Division of Planning concurs with the recom- <br />mendation of the Committee that approval of the water contract be <br />subject to the approval of state and local agencies concerned with land <br />use and reclamation regulations, we feel that the Committee should <br />meet with these agencies in a joint review of the application, The <br />potential environmental impact of the proposed gravel mining operation <br />is so large that the application for water deserves special review. <br />The Division of Planning would like to thank you and the Denver Board of <br />Water Commissioners for providing this opportunity to comment on this <br />application which is a matter of importance in guiding the future of the <br />
