Mangrum attorney for the Williams <br />Companies Inc. regarding a bond forfeiture violation for Western <br />Slope Carbon. Ms. Mangrum provided documentation to the fact that <br />David Higbee was not an officer of Western Slope Carbon or <br />Northwest Coal Corporation prior to events that lead to the bond <br />forfeiture at the Hawk's Nest Mine (Permit No. C-81-016). <br />In an extensive search through the permit files, it appears that <br />D.M. Higbee resigned from western Slope Carbon and Northwest Coal <br />Corporation prior to state violations issued (FTACO) and events <br />that lead up to the bond forfeiture. Please see enclosed <br />documentation. <br />The officer and director information for Western Slope Carbon and <br />Northwest Coal Corp. was entered into AVS by the AVSFIB. The <br />Division requests that the AVS office expire the relationship of <br />D.M.
