Box 187 <br />Craig, Colorado 81626 <br />RE: Nomination of Trapper Mine for the National Wildlife Federation 1992 <br />Environmental Achievement Award <br />Dear Mr. Agnew <br />The Colorado Department of Natural Resources, Colorado Mined Land Reclamation <br />Division, is pleased to provide its recommendation regarding the nomination of the <br />Trapper Mine for the National Wildlife Federation 1992 Environmental Achievement <br />Award. <br />The Colorado Mined Land Reclamation Division is responsible for the implementation <br />of the Colorado Surface Coal Mining and Reclamation Act. The Act provides a very <br />strenuous regulatory framework within which coal operations must achieve <br />environmental compliance. <br />It has been the Division's experience that, since its inception, Trapper Mine has <br />regarded the Coal Regulations as a minimum performance standard. Trapper has <br />consistently achieved far greater environmental goals than what is typically <br />expected. The enhanced post-mining condition of reclaimed areas at the mine site <br />are due primarily to an understanding of the natural site condition, meticulous <br />planning and the utilization of innovative reclamation techniques. This <br />combination of understanding, forethought and ingenuity has resulted in Trappper <br />becoming the premier coal mining and reclamation operation in Colorado. This is <br />evidenced by Trapper receiving a 1990 National Excellence in Surface Coal Mining <br />and Reclamation Award from the Office of Surface Mining. In addition, the <br />Division, in conjunction with the Colorado Mining Association presented Trapper <br />with two reclamation awards for 1991. Trapper received the Large Surface Coal Mine <br />Award for applying innovative reclamation techniques and for experimenting with new <br />ways to improve upon hest technology currently available in regards to sediment <br />control. Trapper also received the 1991 Special Project Award for developing new <br />woody plant establishment techniques upon reclaimed land<_. <br />
