Shelton <br />Director <br />April 19, 1982 <br />Mr. Bill Robie <br />Adolph Coors Company <br />Dept. 607 <br />Golden, Colorado 80401 <br />RE: Stipulations to the Keenesburg.Mine Permit NC-028-81 <br />Dear Mr. Robie: <br />I am submitting proposals and recommendations on three of the stipulations to <br />your permit in the hope that they may be satisfactorily resolved to our mutual <br />benefit. <br />Stipulation N11 requires [hat the Division, in conjunction with Coors, establish <br />a means of species diversity evaluation, and applicable success standards. Enclosed <br />you will find a draft copy of standards proposed by the Division for your min? as <br />drafted by Mike Savage. We want to give you the opportunity to respond to this <br />draft prior to its enactment. We therefore request that you submit written commeirts, <br />if any, by May 20, 1982, unless additional time is requested. If you feel this <br />proposal is far from your intentions I would suggest you call me to set-up a meeting <br />to discuss this issue. <br />Stipulation 1/14 requires Coors to construct all additional powerlines and poles <br />in a manner that minimizes the danger of electrocution to raptors. The designs <br />on powerlines and poles used most widely are contained in two publications, 1) <br />Suggested Practices For Raptor Protection On Powerlines, a report distributed by <br />Raptor Research Foundation, Inc., 1975 and 2) Rural Electrification Administration <br />(REA) Bulletin 61-10, USDA. Both of these publications are on file at the Division. <br />Coors can resolve this stipulation by submitting a commitment. to utilize tfte designs <br />specified in both publications, as applicable, in all future prn~ierline and pole <br />installations at the mine. Although Coors could submit alternaC~° designs in acr,ordance <br />with Rule 4.18(3) we feel the former solution would be easiest fnr all ~~arrie, <br />involved. <br />Stipulation N16 requires Coors to have an approved blast recnrrliny form in acr.ordance <br />with Rule 4.08.5. Enclosed you will find an example of a blast recording form <br />which you may copy as modify for use at your mine. If you suhinit [o the Division <br />a copy of the form you have decided to use, this stipulation can be resole^d. <br />
