Barna, <br />Division Dvector <br />On this date, I reviewed the above report for both the Nucla Mine, C-81-008, <br />and the Seneca II Mine, C-80-005. These reports were submitted to cover 1989. <br />Because there was very little activity during 1989 at the Nucla Mine, no <br />topsoiling activity has occurred. Therefore, topsoil reports for 1988 are <br />still valid. Concerning spoil quality, it appears that two samples contained <br />extremely acid values. The reports states that this area will be properly <br />treated before any topsoiling begins. The report appears in compliance with <br />the requirements of the Nucla operations permit. <br />However, the report for Seneca II appears to have some inconsistencies. On <br />the first page, Peabody related that no final grading was completed in the <br />Lennox area during the 1989 field season. However, I seem to recall that a <br />series of tension cracks occurred at the northern end of this highwall and <br />needed to be repaired during the 1989 season. If this was done I would <br />consider this final grading. Peabody also related that no spoil samples were <br />taken because there was no grading. Consequently, I believe spoil samples <br />should be taken. How do you interpret this? <br />After review, it appears that the Seneca II topsoil and spoil monitoring <br />report is in compliance. All areas of concern were addressed adequately. The <br />only area of questions lies within grading of the Lennox highwall reduction <br />area. <br />/ern <br />STATE OF COLORADO <br />7271E <br />
