Once again the entire Coal <br />program chain-of-command for Eagle Mine (Long, Savage & Waldron) were absent <br />from the office. Mr. Johnson asked for me as his last option. I attempted to <br />reach Mike Savage at Newlin Creek mine, but missed him and Larry Routen by <br />fifteen minutes. Mike Lono was in transit, returning from the Western <br />Governors' Association meeting, and Tony Waldron was ill. <br />The Ea ale mine obtains its water for underground applications such as dust <br />control and fire fighting from the Wise Hill No. 4 well. The supply has been <br />interrupted on several occasions during the past week. Either the well is <br />going dry or, more likely, the pump is having mechanical problems. It is <br />imperative that the mine have a reliable water supply for underground <br />purposes, should an emergency requiring water arise. For this reason Terrell <br />is proposing to install a backup pump in Pond 5-P-6 (the middle of the three <br />mine dewaterina system settling ponds), and to run a pipeline south to connect <br />with the existing pipeline from the Wise Hill No. 4 well to t:he mine. This <br />pipeline will be buried for i u entire length, crossing beneath the railroad <br />spur tracks and under the haulroad to the existing pipeline. <br />Terrell indicated that the mine has the industrial water rights for reuse of <br />the water pumped from the mine. He intends to submit a minor revision for the <br />pipeline as soon as possible. However, he requested permission to install a <br />temporary pipeline on the ground surface in the interim, for use if an <br />emergency were to develop. Because noone on our staff involved witn <br />regulation of the Eagle mine could be contacted, I granted p6~rmission to <br />Terrell to install the temporary surface pipeline. Icautior~ed him that I did <br />not desire to become involved in the daily administration of his permit, <br />because this would inevitably result in confusion for both his staff and <br />ours. I also informed him that someone from our staff would contac~ him first <br />thing Monday morning, April 30th. t.o follow up on this issue, <br />cc: Mike Lono <br />
