Lochhead <br />FxecvHve Director <br />Mi[hael 9. Long <br />Division Director <br />Tim Cooper of LorencitD Coal Co. (LCC) requested that I contact you with regard to the bonding of the <br />Lot~encito Canyon Mine, #C-96-084, Apparently there is some question about the amount of bond that is <br />required for the Lorencita Canyon operation. <br />Indeed, the Division's letter to Al Peny dated 8-8-1997 directs LCC to submit a bond in the amount of <br />510,851,785.00. This amoum represents the estimated cost to reclaim the mine if in it's "worst case" <br />disritrbanee during the first 5-year paratit term. however, the applicant did submit and receive approval for a <br />cumulative bond schedule based on development and construction of spocific poRioaS of the mine operation. <br />This schedule not only included a table depicting activities and amounts for each phase, but also included a <br />detailed, color-coded map clearly depicting areas included in each phase of development. Please find attached <br />pages for Section 3.0 of the approved permit. Since the schedule was submitted after the Proposed Decision, <br />but before the permit was issued, the bond amount shown on the Division Proposed Decision form is the total <br />amours[ reAUired mar the nrrmit term <br />
