Drawer D <br />Hayden, CO 81639 <br />Dear Sirs: <br />In Reply Refer To: <br />3450 (162) <br />cocoa1251 <br />The BLM has completed our review of the additional information submitted by <br />Seneca Coal Company (Seneca) concerning the coal loss in the D Pit at Seneca <br />IIW, federal lease COC081251. We have determined that a combination of <br />factors contributed to the spoil slide including realignment of the D pit to <br />the recovery line, dragline depth and reach limitations, limited spoil room <br />due to the geometry of the pit, wet conditions, and safety considerations. <br />Based on your submission and our discussions with Seneca personnel, the Bureau <br />of Land Management considers the coal lost under the spoil slide in the Seneca <br />IIW D pit an unavoidable loss. <br />As you know, it is the responsibility of the Bureau of Land Management to <br />ensure Maximum Economic Recovery (MER) of all federal coal. In the interest <br />of conservation of the federal coal resource and MER, the BLM urges Seneca to <br />make every effort to prevent such losses in the future. <br />Thank you for your cooperation in this matter.
