SHELTON, Director <br />MEMORANDUM <br />July 1986 <br />T0: Jeff Deckl er mi L'~` , <br />FROM: Jim Pendleton ,..e~ <br />RE: Meadows Min 'Surfi ial Investigation of Stability" <br />I have completed a review of the report submitted by Sun Coal Company, <br />entitled "SUN COAL COMPANY, Surficial Investigation of Instability Adjacent to <br />Haul Road, Meadows No. 1 Mine (June 19, 1986)". This report, prepared by ACZ, <br />Inc., geotechnical consultant to Sun Coal Company, presents recommended <br />engineered repairs for five of the seven Surficial landslides adjoining the <br />haul road at the Meadows Mine. Two of the landslides, located above the road <br />cut between culverts No. 7 and No. A, were judged to be unrelated to the road <br />and not receptive to engineered repair. I concur with these opinions. The <br />consultant developed engineered repairs for each of the remaining five <br />landslides. These repairs include channel reallignment and improvement, slope <br />angle reduction, terracing and regrading. In my opinion, the suggested <br />repairs are prudent and can be approved, with the following condition. <br />In any such repair, it is important to note that careful attention to detail <br />is extremely important. In order to assure careful attention to engineered <br />design and inclusion of any field encountered conditions which might require <br />special practices or minor design modifications, I recommend that you require <br />that ACZ. Inc, supervise the construction activity, including the preparation <br />of inspection reports noting any field design modifications and certifying <br />as-built compliance with their design. <br />In response to your request, I also completed a review of the cost estimate <br />for the remedial work submitted separately by Mr. Brian Archer of Sun Coal <br />Company. The prices sited include some relatively low rates. However, the <br />depressed condition of the mining and earthwork industry in the area of the <br />mine have lead to some very economical contracts during the past several <br />years. I see no necessity to dispute the rates used in preparing the project <br />cost estimate. <br />cc: Mike Long <br />Doc.
