Additional
information concerning BLM'e preferred alternative ie included. Also included are
comment letters received on the draft Snoironmental Impact Statement (EIS),
responses to those comments, and a group of appendices describing mitigation,
reclamation, monitoring, the biological assessment, and other information.
Additionally, I wish to direct your attention to both the water monitoring plan
developed in cooperation with federal, state, and county agencies, and to the
Biological Opinion from the Q.S. Fish and Wildlife Service.
written comments will be considered in the decision if they are received within
60 days of the Environmental Protection Agency's Federal Register publication of
the Notice of Availability of the FEIS. Copies of the FEIS and related documents
may be obtained from, or reviewed at the above address, or at the BLM Colorado
State Office, 2850 Youngfield Street, Lakewood, Colorado, 80215.
This FEIS ie not the decision document. The decision on this proposed project
will be based on the analysis in the draft and final EISS, public concerns and
comments, and other multiple-use resource objectives and programs that apply to
the project. A Record of Decision (ROD) detailing the decision of the BLM and its
rationale for the decision will be prepared and distributed following the end of
the 60-day review period. Presently, the ROD ie anticipated to ba available for
release in September 1999.
Comments on the content of the FEIS should be sent to the letterhead address,
attention Larry Shulte, Natural Resource Specialist.
The BLM appreciates the individuals, organizations, federal, state, and local
governments who participated in the environmental analysis process. Your
involvement has resulted in a more comprehensive and accurate EIS, and improved
the public land manager's ability to make an informed decision.
Sincerely,
a~i' v7 -'v/( V
John J.
