Based on your proposal <br />as we understand it, it appears that the activities that you are <br />proposing are within the activities already approved under your <br />current permit. Therefore, no revision to your permit is necessary <br />to conduct the proposed activities this field season and beyond. <br />However, the Division would like to reiterate our understanding of <br />the proposal so there is no confusion as to what will take place. <br />* Trapper will strip all of the A soil horizon in all disturbed <br />areas. <br />* Trapper will strip the B horizon in sufficent quantity to ensure <br />that replacement depths can be acheived for all disturbed areas. <br />* It follows that if this proposal is to alleviate the continued <br />addition to the existing topsoil surplus, the Division can <br />expect that all topsoil piles created in 1994 and after will <br />ultimately be used for replacement. If this is not the case <br />please clarify your position. <br />* In the event that Trapper would fall short of adequate topsoil <br />stockpiles in the eastern area of the mine to meet replacement <br />criteria, then Trapper would utilize topsoil piles in the <br />western area of the mine to the degree necessary to meet <br />replacement requirements. <br />* All areas where the A horizon is not stripped will be cleared <br />through the revision process prior to mining activities. <br />As we discussed our goal is to eliminate the construction of <br />
