Long Division Director Hountain Coal Company should submit an application for a minor revision which would incorporate monitoring of the spring on Hr. Larry Mautz'e property in Lone Pine Gulch, into Weat Elk's hydrologic monitoring program. The application should include a map which shows the location of the spring and the monitoring schedule. The Division understands that MCC has already begun to monitor this spring. In addition, Nap 37 should be updated to show all locations of decreed springs. The Division believes that this would be an appropriate time for HCC to update the surface owners list in Exhibit 3 and the Surface Ownership Hap (Map 2). The application for the minor revision should also include an inventory of the structures below the spring. Rule 2.05.6(6) requires an inventory of all structures and renewable resource lands which exist within the proposed permit and adjacent area. MCC•e permit currently contains information on four other man-made surface structures in Sylvester Gulch and above the portals. From the description, it appears that the inventoried structures are in the same condition as the structures on Hr. Hautz's property. The Division believes aq inventory would be in the beet intereet of all parties involved. The application for this minor revision should be submitted by October 15, 1993, so that the inventory could be completed this year. Please call if you have any questions. Christine E.
