Long <br />Division Director <br />Hountain Coal Company should submit an application for a minor revision which <br />would incorporate monitoring of the spring on Hr. Larry Mautz'e property in Lone <br />Pine Gulch, into Weat Elk's hydrologic monitoring program. The application <br />should include a map which shows the location of the spring and the monitoring <br />schedule. The Division understands that MCC has already begun to monitor this <br />spring. In addition, Nap 37 should be updated to show all locations of decreed <br />springs. The Division believes that this would be an appropriate time for HCC <br />to update the surface owners list in Exhibit 3 and the Surface Ownership Hap (Map <br />2). <br />The application for the minor revision should also include an inventory of the <br />structures below the spring. Rule 2.05.6(6) requires an inventory of all <br />structures and renewable resource lands which exist within the proposed permit <br />and adjacent area. MCC•e permit currently contains information on four other <br />man-made surface structures in Sylvester Gulch and above the portals. From the <br />description, it appears that the inventoried structures are in the same condition <br />as the structures on Hr. Hautz's property. The Division believes aq inventory <br />would be in the beet intereet of all parties involved. <br />The application for this minor revision should be submitted by October 15, 1993, <br />so that the inventory could be completed this year.
