Sorenson, Reclamation Specialist <br />Mined Land Reclamation Division <br />1313 Sherman St., Room 215 <br />Denver, Colorado 80203-2273 <br />RE: Henderson Mine and Mill, Permit No. M-77-342. <br />Dear Allen: <br />This letter is being written to address Item #1 of the <br />inspection report issued as a result of your 10/6/93 site <br />inspection. Inspection report Item #1 suggested that the permit <br />should be amended to include surface subsidence within the permit <br />area. Item #1 also indicated that the amendment noted above <br />should include the treated mine water pipeline alignment as well. <br />As discussed with you during the inspection, it has been our <br />understanding that the surface impacts of subsidence were: <br />excluded from reclamation requirements. Attached please find a <br />letter from David Delcour, Stoller Mining Services, which <br />discusses this issue, as well as a paper from a 1977 Colorado <br />Mining Association Reclamation Workshop in which overall <br />reclamation requirements are discussed. The 1977 document formed <br />the basis for our historic position on the reclamation <br />requirements of surface impacts of subsidence. <br />As we discussed in our 3/9/94 phone conversation, ttie <br />information submitted here will satisfy the 10/6/93 inspection <br />report request. As noted in our conversation, after your review <br />and 1994 site inspection, we will again discuss this mati:er, <br />determining if additional information is necessary and deciding <br />the best course of action to take regarding the surface <br />subsidence as well as the pipeline alignment.
