BOX 1660
Cortez, CO 81321
RE: Final Use of Stockpiled Topsoil, Cortez Quarry, Permit No. M-76-059.
Dear Mr. Conger:
~'~
DEE'ARTMENT OF
NATURAL
RESOURCES
Roy Romer
Governor
lames 5 Eochhead
Executive Director
Michael 6. Eony
Division Oveaor
DMG is currently recalculating the amount of financial warranty for the Cortez Quarry. The
purpose of this letter is to request clarification from the operator on areas to be topsoiled and
revegetated as part of the Reclamation Plan.
The Mining and Reclamation Plans for the Cortez Quarry were amended in 1992 to enlarge the
affected area and to change the Post Mining Land Use IPMLU- from rangeland to
industrial/commercial. The PMLU was changed to industrial/commercial to allow the pit floor of
the quarry to be gravel surfaced for equipment storage. The amended Reclamation Plan does
not specify the final use of the topsoil salvaged and stockpiled from the affected area. Much of
the affected area was apparently previously affected, from which little or no topsoil had been
salvaged. However, the Mining Plan Map, submitted with the 1992 amendment, indicates that
topsoil is available for salvage from approximately 4.49 acres. Assuming a 4" depth of
salvageable topsoil for the currently undisturbed areas, approximately 2,419 cu yds of topsoil
will be stockpiled by the operation.
During our phone conversation from 2/26/96, you had indicated that stockpiled topsoil might be
redistributed over select areas for revegetation. The Reclamation Plan Map does not outline the
areas selected for topsoil replacement and revegetation. Since the Reclamation Plan Map does
not specify the location, DMG will assume the greatest distance from the stockpile location for
bond recalculation purposes, unless the operator can provide additional information. Please
provide clarification of the Reclamation Plan, approved in the 1992 amendment, as to the
location of the areas selected for topsoil replacement and revegetation.
Please contact me at the DMG field office in Durango, 1474 Main Avenue, Room 207, Durango,
CO 81301-5182, phone (970) 247-5062, if you have any questions.
Sincerely,
Wallace H. Erickson
Environmental Protection Specialist
