Morck, State Director <br />United States Department of Interior <br />Bureau of Land I+lanagement <br />2850 Youngfield Street <br />Lakewood, Colorado 80216 <br />Dear Mr. Plorck: <br />As requested in your letter of April 28, 1989 I have reviewed the data <br />adequacy report for the Blue Flame competitive coal lease application. I feel <br />that the information provided or available is adequate for leasing at this <br />time. My rationale is set forth below. <br />The Division is familiar with the subject area due to past permitting actions <br />requested by existing operators in the area. As a result of these permitting <br />requests we have conducted detailed environmental reviews of the geology, <br />hydrology, soils, vegetation and land use of the area. In conjunction with <br />these reviews potential environmental impacts were assessed. Projections were <br />made relating to these potential impacts with monitoring requirements imposed <br />on the operators. <br />The monitoring plans were tailored to our projections and the data used to <br />validate our original projections. Monitoring to date has indicated that our <br />original projections were valid. There have not been any significant impacts <br />to ground or surface waters in the area and subsidence has occurred as <br />predicted with no significant impact. <br />Since underground mining techniques are to be employed on this tract there <br />should be no further surface impacts. Given this, existing soils, vegetation <br />and wildlife data is sufficient for leasing purposes. <br />Thank you for allowing me the opportunity to review and comment on this lease <br />tract.
