Long <br />Division Director <br />As a result of the 1999 OSM Surface Disturbance Special Focus Oversight inspections in <br />Colorado, an agreement has been worked out between the Division and the Office of Surface <br />Mining concerning guidelines for the depiction of surface disturbed azea boundaries on maps. <br />The Division believes that these guidelines aze reasonable and will result in a more coherent <br />permit application package. The following guidelines should be applied to the Bowie No. 1 Mine <br />maps. <br />Rule 2.05.3(2)(b) requires that a map be provided which shows the extent of the surface <br />disturbances that are associated with an underground coal mine. In order to meet the <br />requirements of this rule, the Division is requesting that operators depict the extent of all of the <br />surface disturbances in the field on a map or maps using a distinct line boundary, with <br />appropriate map annotation. The Division stresses that the surface disturbance includes all <br />outlying disturbed azeas, such as explosives bunkers and substation pads, as well as those - <br />disturbed areas at the main mine site. Of course, the surface disturbance boundary also must be <br />appropriately marked in the field, as required in Rule 4.02.3. <br />The number of separate maps to use to depict the surface disturbance boundary depends on the <br />particular mine situation. A balance must be found between map detail and ease of use while in <br />the field. <br />As a result of the August 24, 1999 Special Focus oversight inspection of the Bowie No. 1 Mine, <br />the issue of surface disturbance boundaries marked in the field and depicted on the mine maps <br />was examined. The Division is requesting that several deficiencies be corrected as a result of that <br />inspection. First, although surface disturbances aze depicted on various maps, the boundazies of <br />
