This lab will be available for use <br />by other coal operators and the general public, as well as MCC. Commercial <br />Testing and Engineering (CT&E) has contracted to operate the facility. <br />Gunnison County has approved the construction and operation of the lab at this <br />location (see the Board of Commissioner's minutes attached). <br />This land is owned by Atlantic Richfield Company. MCC will be constructing <br />two small buildings for the facility. One building will be "recycled" from the <br />old water treatment plant structure. MCC will also reroute the security <br />fencing around the buildings and parking areas for the lab. The gate and mine <br />identification sign will be relocated to the south of the lab buildings. <br />The buildings and fence will be constructed within the paved road surface and <br />the road shoulder areas of the former main entrance to the West Elk Mine (by <br />the current location of the elk statue). None of this construction will interfere <br />with the existing ditches and culverts nor the nearby pond embankments. <br />Because this area is very small, no affect to the number of acres shown in the <br />text nor on the permit application form will occur. Page 1.0-3 of the new <br />permit document has been revised to commit to reincorporating this area in the <br />permit area should the lab operations cease. <br />uaGOS2oa <br />
