Dear Mr. Rozelle:
The Division completed a technical review of your amendment application regazding the
expansion of the permit area. Following are a few items that need to be addressed in order to
meet the minimum requirements of the Act/Mineral Rules and Regulations:
1. Page 1 of the application lists the amount of current acreage and the proposed change in
acreage. The numbers do not agree with Division records. There appeazs to be a
significant difference between the applicant's acreage total and the Division's total.
Currently, the Division records show that the permit size is 253.40 acres. The 1997
amendment map shows the current permit size at 290.49 acres. The applicant states that
the current permit contains 224 acres. Which is correct?
2. Exhibit A -states that the expanded permit will contain 295.474 acres. This may or may
not be correct. It depends on the correct permit size.
3. Exhibits C, C 1 and F -references "Existing Jackson Gulch Permit Boundary". This is not
the Jackson Gulch permit, it is the Specification Aggregates Quarry. Please revise the
maps and submit 2 copies to the Division.
4. Exhibit D - No change to the existing mining plan.
5. Exhibit E - No change to the existing reclamation plan. The seed mix should be corrected.
It should read 3.0# of Smooth Brome not 30#. Make the appropriate correction and submit
2 copies of the page.
6. Exhibit F -see above problem in paragraph 3.
7. Exhibit H - K - OK
8. Exhibit L -Bond estimate is acceptable.
9. Exhibit M - R - OK
10. Exhibit S -were the phone line structure and the power line structure issues taken care of
during any of the previous permit revisions? If not, they should be addressed in this
amendment.
11. Rule 6.5 - No change to the annual geotechnical investigation, slope stability analysis and
reporting procedures.
